Cartier is a sweet and lovable 5-year-old boy who likes to be held and snuggle in your lap. He enjoys being around other children, who tend to enjoy his presence given his sweet personality. Cartier is nonverbal but enjoys listening to music and he loves hearing all types of sounds. He responds with little movements to the voices of people he’s familiar with. He’s been with his foster family for four years and they are very protective of him, yet hopeful that he will find a loving adoptive home.
Cartier needs a family with a good support system as well as medical training. The family needs to have the ability to work with in-home 24-hour nursing staff and the many medical professionals involved in caring for Cartier.

The majority of costs to Minnesota clients adopting a child under Minnesota state guardianship are covered by a contract with the Minnesota Department of Human Services.
